The Emergency Operations Plan (EOP) aligns the capabilities and resources of City departments and staff into a unified all-hazards approach to local and regional incident management. This includes the prevention of, preparedness for, response to, and recovery from terrorism, national disasters, and other major emergencies.

The City's EOP has been developed in coordination with the U.S. Department of Homeland Security.
