Matters listed under the Consent Agenda are considered to be routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. 5. DEVELOPMENT SERVICES: AMENDING FEES CHARGED FOR SITE AND PLAN REVIEW, CODE REVIEW AND PERMITS

Ordinance No. 9206 relating to fees for building and development; amending fees charged by the Development Services Department for Site and Plan Review, Code Review and Permits.
The City Manager recommends that Mayor and Council direct staff to proceed with the following:
1. Approve a policy for full cost recovery for development-related services by the various departments within the City of Tucson.
2. Approve effective July 1, 1999, Option B - Option B would establish fees based on the 1997 Uniform Administrative Code for full cost recovery, plus additional funding for a fee waiver program.
3. Investigate other services that are being provided at no cost to the development community for which fees should be established to recover the costs of providing these services.
4. Direct staff to re-assess the fee schedules on an annual basis.
5. Direct staff to establish guidelines for the determination of full cost recovery by utilizing actual revenues and costs incurred from services over the previous five years.
It is further recommended that staff prepare an operations plan to improve customer services satisfaction which would set time limits and other standards for the review of applications for permits, plans, plats, and reports which are mutually agreeable to the City of Tucson and representatives of the development Community.

(b) Hearing
The City Manager recommends that Mayor and Council approve the changes proposed by the Tucson Greens Committee and the additional recommendations proposed by City staff. If the Mayor and Council approve the recommendations, staff will return with the appropriate ordinance for adoption. It is also recommended that Mayor and Council direct staff to return with a fee increase proposal in other areas to replace the youth surcharge which would be retained by the Golf Enterprise to deal with the deficit.
9. ADJOURNMENT
The next regularly scheduled meeting of the Mayor and Council will be held on Monday, March 22, 1999, at 7:30 p.m., in the Mayor and Council Chambers, 255 West Alameda, Tucson, Arizona.
