4. PUBLIC HEARING: REGARDING THE CITY OF TUCSON RECOMMENDED BUDGET FOR FISCAL YEAR 2000-2001

    (a) Report from City Manager APRIL24-00-241 CITY-WIDE

    (b) Hearing. This is the first of two public hearings to be held on the City’s Recommended Budget. The second public hearing is scheduled for June 12, 2000.

5. PUBLIC HEARING: HOPE VI SOUTH PARK/ROBERT KENNEDY HOMES REVITALIZATION PLAN

    (a) Report from City Manager APRIL24-00-235 WV

    (b) Hearing.

    (c) Resolution No. 18585 relating to Community Services; approving a Community Services Department Low Income Housing Application to the United States Department of Housing and Urban Development (HUD) for a HOPE VI Grant for use in the Robert Kennedy Homes/South Park Project areas; application is made by the Mayor and Council acting as the Board of Commissioners of the Public Housing Authority.

    (d) Resolution No. 18586 relating to Community Services Department; authorizing the City of Tucson submission of an application to the United States Department of Housing and Urban Development for HOPE VI funds for use in the redevelopment of the Robert Kennedy Homes in the South Park Neighborhood; declaring the project area as a City of Tucson Revitalization Area.

    (e) Resolution No. 18587 relating to public housing; application to United States Department of Housing and Urban Development for authorization for the demolition/disposition of a portion or all of the Robert Kennedy Homes Public Housing Project (RKH); resolution approved by the Mayor and Council acting as the Board of Commissions of the Tucson Public Housing Authority.

    (f) Resolution No. 18588 relating to low rent housing in the City of Tucson; declaring the intention of the City of Tucson to cooperate with the Department of Housing and Urban Development in the development and operation of a low rent housing project.

6. PUBLIC HEARING: PROPOSED SUN TRAN SERVICE LEVEL CHANGES AND SUN TRAN AND VAN TRAN FARE INCREASES FOR FISCAL YEAR 2000-2001 (CONTINUED FROM THE MEETING OF APRIL 10, 2000)

    (b) Hearing.

    Following the close of the public hearing, the City Manager recommends that Mayor and Council provide final direction as follows to address the $2.25 million shortfall for FY 00-01:

      1) Implement service adjustments at Sun Tran taking effect August, 2000.

      2) Increase public transportation fares taking effect July 1, 2000.

      3) Provide budget capacity for the community shuttles and east side Raytheon service with direction that these services are provided as full cost recovery programs that are revenue neutral.

      4) Return to Mayor and Council with a proposal for generating revenue from advertising on transit shelters and inside the buses.
