PUBLIC IMPROVEMENTS: BROADWAY BOULEVARD, KOLB ROAD TO PANTANO ROAD DISTRICT LIGHTING IMPROVEMENT - AWARD OF CONTRACT (a) Report from City Manager MAR4-02-124 WII (b) Declaration of bids received by the City Clerk on February 12, 2002. Recommendation of award of contract provided by the Superintendent of Streets. (c) Award of construction contract to P.A.C.E. Electrical. 8. WATER: ACQUISITION OF RESIDENTIAL WATER SERVICE AREA IN 49ER COUNTRY CLUB ESTATES (a) Report from City Manager MAR4-02-138 OUTSIDE CITY 9. ZONING: (C9-99-05) U.S. HOME - VALENCIA ROAD, I-2 TO R-1, ORDINANCE ADOPTION (a) Report from City Manager MAR4-02-127 WIV (b) Request to rezone property located on the south side of Valencia Road east of Houghton Road, from I-2 to R-1 zoning. The applicant is Michael Gardner of Rick Engineering. The tentative plat is for 353 lots on 99.78 acres utilizing the Residential Cluster Project provisions of the Land Use Code. The City Manager recommends approval of the ordinance. (c) Ordinance No. 9681 relating to zoning: amending the zoning district boundaries in the area located on the south side of Valencia Road approximately 730 feet east of Houghton Road in Case C9-99-05, U.S. Home - Valencia Road, I-2 to R-1; and setting an effective date. Three written approvals and zero written protests have been received. A simple majority vote will be necessary to adopt the ordinance. 10. ZONING: (C9-01-12) WALGREENS - 12TH AVENUE, R-2 TO C-1, ORDINANCE ADOPTION (a) Report from City Manager MAR4-02-135 WI (b) Request to rezone property located at the southwest corner of 12th Avenue and Ajo Way, from R-2 to C-1 zoning. The applicant is Anne Warner of Planning Resources. The approved development plan is for a retail building. The City Manager recommends approval of the ordinance. (c) Ordinance No. 9682 relating to zoning: amending zoning district boundaries in the area located at the northwest corner of 12th Avenue and President Street in Case C9-01-12, Walgreens - 12th Avenue, R-2 to C-1; and setting an effective date. (Ward 1). Four written approvals and zero written protests have been received. A simple majority vote will be necessary to adopt the ordinance. 11. ZONING: (C9-00-32) FITZGERALD/THOMPSON/RAPP - OLD SPANISH TRAIL, SR TO RX-1, ORDINANCE ADOPTION (a) Report from City Manager MAR4-02-128 WIV (b) Request to rezone property located on the north side of Old Spanish Trail east of Houghton Road, from SR to RX-1 zoning. The applicant is Mike Marks of MJM Consulting. The approved tentative plat is for five lots on 5.7 acres. The City Manager recommends approval of the ordinance. (c) Ordinance No. 9680 relating to zoning: amending the zoning district boundaries in the area located on the north side of Old Spanish Trail approximately 350 feet east of Houghton Road in Case C9-00-32, Fitzgerald/Thompson/Rapp - Old Spanish Trail, SR to RX-1; and setting an effective date. Ten written approvals and zero written protests have been received. A simple majority vote will be necessary to adopt the ordinance. 12. ZONING: (C9-00-15) DOMINGUEZ - ST. MARY'S ROAD, R-2 TO O-2, ORDINANCE ADOPTION (a) Report from City Manager MAR4-02-136 WI (b) Request to rezone property located on the north side of St. Mary's Road, 42 feet west of Melrose Avenue, from R-2 to O-2 zoning. The applicant is Raul Reyes. The approved development plan is for a medical office building. The City Manager recommends approval of the ordinance. (c) Ordinance No. 9683 relating to zoning: amending zoning district boundaries in the area located on the north side of St. Mary's Road 42 feet west of Melrose Avenue in Case C9-00-15, Dominguez - St. Mary's Road, R-2 to O-2; and setting an effective date. (Ward 1) Seven written approvals and two written protests have been received. One of the protests lie within the 150 foot protest area resulting in a protest by area of 16.08 percent to the north, 0.61 percent to the east, and zero percent to the south and west. The protests generally allude to design issues. A simple majority vote will be necessary to adopt the ordinance. 13. PUBLIC HEARING: EL ENCANTO - COLONIA SOLANA NEIGHBORHOOD PLAN AMENDMENT, PRIME SCHOOL/BROADWAY BOULEVARD (a) Report from City Manager MAR4-02-129 WVI (b) Hearing (c) Resolution No. 19131 relating to planning and zoning; amending the El Encanto - Colonia Solana Neighborhood Plan in the area located on the south side of Broadway Boulevard, between Randolph Way and Calle Chaparita (Prime School/Broadway Boulevard); and declaring an emergency. The City Manager recommends adoption of the ordinance. 14. PUBLIC HEARING: (C9-89-39) PERILLO - GOLF LINKS ROAD AND PANTANO WASH, CHANGE OF CONDITIONS AND ORDINANCE ADOPTION (CONTINUED FROM THE MEETING OF FEBRUARY 25, 2002) (a) Report from City Manager MAR4-02-134 WIV (b) Hearing 15.
