Administers housing, community development and social services programs including investigating residential code complaints and providing certain neighborhood services.

The department assists low- and moderate-income people in obtaining housing. Rental and ownership of homes are subsidized through several programs:

It is unlawful to have a vacant boarded building for more than 180 days. Call to report a vacant and open or unsecured building.
 
CODE ENFORCEMENT COMPLAINTS (520) 791-5843
Inspectors investigate reported property and housing code violations of the Neighborhood Preservation Ordinance that affect residents' safety.
 
NEIGHBORHOOD ASSOCIATIONS (520) 791-4605
Neighborhood associations may choose to register with HCDD. Registration provides neighborhood associations with assistance with mailings, meeting facility arrangements, clean-ups, and certain victims' rights protections.

Registered neighborhood associations may request roll-off containers for neighborhood clean-ups through HCDD working in conjunction with Environmental Services.

NEIGHBORHOOD PROTECTION ACT (520) 791-4605
This Arizona State statute extends certain portions of victims' rights, specifically those involving prostitution, drugs, chop shops, and graffiti to registered neighborhoods. This allows the neighborhood certain victims' rights.
