Pedestrian Crossing Mitigation Steps
- Consider an island where applicable before signalization.
- Consider advance warning flashers where applicable.
- Consider a pedestrian actuated flasher where applicable.
- Consider a pedestrian actuated PELICAN traffic signal where applicable.
- The location must have 100 or more pedestrians for 4 hours of the day or greater than 190 pedestrians during the peak 1 hour.
- When the location has 5 or more correctable accidents, 80% of the pedestrian volumes shall satisfy the warrant. Correctable accidents include pedestrian and rear end vehicle accidents.
- When the location is predominately corssed by pedestrians having a crossing speed less than 3.5 fps, then 50% of the pedestrian volumes shall satisfy the warrant.
- The location must be at least 300 feet from any adjacent traffic signal.
- Gap studies must show that the number of pedestrian crossings exceed the number of accepable gaps during the peak crossing hour.
When asked for by a developer or school district, the requester shall pay a minimum of 50% of the installation cost and may be asked to pay more depending on the contribution of the development to the need for the improvement.
When Not Warranted:
The requester shall pay 100% of the installation cost. Installation shall only occur when the improvement is not detrimental to the progressive flow of traffic. Requester will be asked to sign a legal agreement accepting responsibility for any lawsuit pertaining to the installation of an unwarranted device.
- Consider a bicycle/pedestrian actuated TOCAN traffic signal where applicable.
- For Toucan type signals, MUTCD warrants 1 and 2 shall apply since bicycles are considered to be vehicles by state law.
