General Services Department - Fleet Services Division - Fleet Services Administration

The Fleet Services Administrator is responsible for planning, organizing, and directing division activities. The Administrator manages the Fleet Services budget, initiates short and long range planning for system improvements, and provides input for capital improvement planning. The Administrator oversees all maintenance, vehicle acquisition and disposal, facility improvements, personnel issues, and overall costs ensuring the effective and efficient use of resources. One secretary supports the division administrator with complex personnel issues, coordinates Fleet hiring activities and processes, monitors employees’ performance evaluations, merit increases, training, and Fleet Agent/Emission inspectors licenses. Additionally, the Secretary serves as the Human Resources liaison of the division and performs reception and general record keeping duties.

Maintenance and Repair
The Fleet Services Superintendent directs all maintenance activities for the City's fleet of approximately 2,400 vehicles and other equipment. The Superintendent manages the automotive and heavy equipment maintenance, repair, overhaul, and servicing activities. The Superintendent is responsible for the application of new and innovative repair technologies, obtaining new shop equipment, facility improvement, shop labor, parts and facility budget, and personnel management including hiring and technician training. He organizes Fleet Maintenance for maximum productivity and efficiency.

There are 74 shop personnel performing preventive maintenance and repair under the direction of seven supervisors and 6 lead mechanics/technicians. There are two service locations with separate shops for tire, preventive maintenance, automotive and heavy equipment repair, welding, body repairs, fabrication, and motorcycle repair. Field repairs and emissions control are also part of this section.

Programs and Systems Support
Budget reporting, tracking and analysis; billing customers for services, parts, labor, and fuel; vehicle licensing and registration, as well as accounts payable and payroll functions are accomplished by seven employees. Data gathering and analysis of fleet services performance indicators is an integral part of the overall operation of this area plus tracking and notifying users of preventive maintenance and emissions requirements.

Planning and Utilization
The Fleet Equipment Specialists' main functions pertain to vehicle acquisition and disposal, specification development, bid analysis, preventive maintenance program development and administration, warranty repairs, landfill equipment contract maintenance and repair, and vehicle rentals. Additionally, the three Fleet Equipment Specialists are involved with preparing new vehicles for service, adding vehicle accessories, acquiring and testing new and innovative products, coordinating technician training, and alternative fuel research.

Liquid Fuel
Fleet Services employs one individual to monitor all fuel usage, order fuel, coordinate with each City department for access to fuel, resolve problems with fuel dispensing systems, and report on system status.

Motor Pool/Fleet Control
The City maintains a motor pool of 69 vehicles for use by City departments. A staff of nine takes vehicle reservations, accepts vehicles for repair, processes and assigns repair orders to the shops, tracks vehicles under repair, and keeps customers informed of their status.
